The unilateral and illegal attack under international law carried out by the United States and Israel against Iran has created a context of uncertainty with potentially significant economic and social consequences on a global scale.<\/p>\n

It is still too early to assess its full impact, as this will largely depend on the duration of the conflict and on how it affects energy infrastructure and global supply chains.<\/p>\n

However, it is foreseeable that we may once again face a new energy crisis leading to an inflationary environment that erodes households\u2019 purchasing power and places a significant proportion of the population in a more vulnerable situation.<\/p>\n

To prevent this, the Spanish Government has approved in Congress a package of urgent measures aimed at mitigating the consequences of this energy crisis. Below, we analyse the most relevant aspects:<\/p>\n

Energy tariff measures<\/h2>\n

Discounts on the electricity and thermal social tariffs for vulnerable and severely vulnerable consumers, as well as guarantees for the supply of energy and water to these consumers, are a step in the right direction.<\/p>\n

At the same time, the measures allow for greater flexibility in electricity and gas contracts for self-employed workers and SMEs, as well as an increase in underground storage capacity at zero tariff cost, which will reduce gas bills for end consumers.<\/p>\n

Renewable Acceleration Zones (RAZ)<\/h2>\n

Royal Decree-Law 7\/2026 introduces measures aimed at unlocking renewable deployment, in line with the need to accelerate projects as clean energy gains greater weight in the Spanish electricity system.<\/p>\n

In this context, we welcome the designation of Renewable Acceleration Zones (RAZ), which will prioritise project development in areas with lower environmental impact, reduce permitting times and strengthen environmental impact assessments.<\/p>\n

Although these measures are generally positive, we are concerned about the lack of specificity regarding the types of projects and technologies covered by the law. In the absence of such clarification, we fear that, under the assumption of technological neutrality, large-scale centralised projects may end up being favoured de facto, hindering the deployment of distributed renewables that are socially integrated and aligned with a just energy transition.<\/p>\n

Simplifying procedures is only positive if it is linked to clear criteria regarding social acceptance and sustainability; otherwise, it may indiscriminately accelerate large-scale projects without guaranteeing their proper territorial and environmental integration.<\/p>\n

Social and territorial excellence in priority projects<\/h2>\n

A voluntary recognition system is introduced for energy projects (renewables, storage and grids) that generate a positive impact on their social and territorial environment. This distinction values aspects such as citizen participation in financing, local job creation, vocational training and integration with agricultural and livestock activities. Obtaining this certification allows projects to access administrative advantages, such as faster permitting procedures, preferential consideration and a stronger position in competitive processes within the energy sector. This point is critical in establishing scientific requirements that provide genuine social value and prevent the measure from becoming a form of greenwashing.<\/p>\n

In addition, measures are established to accelerate the development of certain projects considered to be in the public interest. These include initiatives with high social standards, projects located in areas of low environmental sensitivity, strategic installations and improvement actions such as repowering or hybridisation. In these cases, administrative processing is prioritised, allowing deadlines to be significantly reduced \u2014 even by up to half \u2014 and environmental assessments to be simplified by limiting them to the additional impact when modifications do not exceed certain thresholds.<\/p>\n

Fiscal measures<\/h2>\n

Tax incentives are introduced in personal income tax (IRPF) aimed at promoting energy efficiency and the transition to clean energy. These include deductions ranging from 20% to 60% for energy rehabilitation works, with a maximum deductible amount of \u20ac5,000 depending on the savings achieved. In addition, a 15% deduction is introduced for the purchase of electric vehicles, along with another deduction ranging from 10% to 20% for the installation of self-consumption energy systems, including batteries.<\/p>\n

On the other hand, broader fiscal measures are adopted to ease energy costs. The electricity tax is temporarily removed until June 2026 and VAT is reduced to 10% for energy products such as electricity, natural gas, biomass, pellets and fuels. At this point, reducing taxes on any type of fossil fuel is a mistake. Likewise, local taxation is encouraged through rebates of up to 50% on property tax (IBI) for renewable energy installations and up to 95% on the Construction, Installations and Works Tax (ICIO), thereby incentivising their deployment.<\/p>\n

Measures on self-consumption and energy communities<\/h2>\n

The role of self-consumption managers is recognised as authorised representatives of consumers associated with these installations, allowing them to act on their behalf in order to facilitate management and coordination. In addition, the conditions for self-consumption are expanded, allowing installations located up to 5 km away for any generation technology, with a maximum capacity of 5 MW and the possibility of connection through transmission and distribution networks.<\/p>\n

At the same time, mechanisms are introduced to improve energy planning, such as future demand auctions in transmission and distribution networks. Likewise, support for energy communities is strengthened through the commitment to develop their regulatory framework within a short timeframe and reserve specific capacity for their participation in auctions, thereby encouraging their development and expansion.<\/p>\n

Electricity grids<\/h2>\n

Transparency in access to electricity grids is strengthened by requiring transmission and distribution operators to provide detailed information on access and connection capacities, both granted and requested, as well as on expired permits for electricity generation and demand installations. This information may be requested by the competent administration and, when considered to be in the public interest, will be published periodically in order to improve the visibility and planning of the electricity system.<\/p>\n

Likewise, a new economic mechanism linked to reserved grid access capacity is established. Consumers who have made payments for this reserved capacity may benefit from reductions in transmission and distribution charges once they begin operations. These reductions will be more significant during the first years, reaching 100% of the amount paid in the first year and decreasing to 80% in subsequent years, thus encouraging the effective use of reserved capacity.<\/p>\n","protected":false},"excerpt":{"rendered":"
