Establishment of the Fundación Renovables

Following the outbreak of the economic crisis, a group of experts and professionals from the energy sector — engineers, economists, lawyers, journalists… — came together to create the Fundación Renovables.
It was established with a clear purpose: to drive a profound change in the Spanish energy model, to place society at the heart of energy transition policies, to move away from fossil fuels and to electrify the economy.

Defending the energy transition against the 'sun tax'

During the most difficult years for the advancement of renewable energy in Spain, the Fundación Renovables became one of the strongest voices opposing the policies that were holding back the energy transition. Faced with the approval of the so-called “Sun Tax”, the Foundation led the public debate and denounced the obstacles to the development of a clean, distributed and participatory energy system.

At that time, the Foundation represented the interests of renewable energy companies, but also those of thousands of pioneering households engaged in photovoltaic self-consumption who were adversely affected by these policies. Through reports, media coverage and campaigns, the Foundation helped to keep alive the public demand for a fairer and more sustainable energy model, laying the foundations for the regulatory change that would come a few years later.

We support organisations

Years after the signing of the Paris Agreement, Spanish local councils and autonomous communities are beginning to take an interest in planning transition policies. Madrid, Vitoria-Gasteiz, Valencia and the Valencian Regional Government are some of the institutions with which the Fundación Renovables is beginning to collaborate to develop, in a consultancy capacity, their roadmaps for decarbonisation.

This work is further complemented by the development of the first Energy Strategy for small municipalities, a tool designed to accelerate the decarbonisation of so-called rural Spain.

Promoting self-consumption

Dozens of companies, social organisations, cooperatives and consumer associations have joined forces to create the Alliance for Self-Consumption, a platform coordinated by the Fundación Renovables, established with the aim of advancing the democratisation of energy and driving regulatory progress to promote self-consumption.

Since then, the Foundation has worked on various initiatives aimed at ensuring that all Spaniards can have their own solar rooftops, such as the creation of the self-consumption tax incentive search engine, a tool that is updated annually and allows citizens to find out what benefits their local councils offer if they install solar panels on their homes.

We are working to decarbonise transport and our cities

The Foundation submitted comments on the first draft of the Sustainable Mobility Act, many of which were included in the text finally approved by the Congress of Deputies in 2025.

This is a watershed moment, as the decarbonisation of cities and transport becomes one of the team’s main areas of focus. From the publication of the first e-mobility comparison tool, which highlights the economic and environmental benefits of electric vehicles, to the development of the first Heating and Cooling Climate Plan, which serves as a reference for local authorities seeking to renaturalise their streets and make their buildings more efficient.
