The documentary analyses European and Spanish policies around this technology and features both critical and supportive voices.

The production seeks to explain the strategic mistakes that have been made around H2 and where it can prove useful.

Madrid, 21 April 2026.- Fundación Renovables has published H2, the green promise, a short documentary that analyses, from different perspectives and through different voices, the current state of green hydrogen development in Europe and Spain.

The documentary seeks answers to the current situation of this technology, five years after Europe and Spain announced strategies and financial policies for its development. Is the commitment to H2, as it has been made, realistic? Have the targets been overestimated? Can this energy source be the future? Is it viable to create a hydrogen transport network on a European scale? These are some of the questions it seeks to answer.

The documentary features a range of voices, from representatives of the environmental sector, such as Marina Gros (Ecologistas en Acción) and Bosco Serrano (Transport&Environment), to figures from the business world, such as Carolina Coronado (AIRIEMA), and the research field, such as Miguel Ángel Peña (CSIC and the Spanish Hydrogen Association).

Over the last five years, Europe and Spain have backed hydrogen as a strategic pillar of energy policy. In 2020, Brussels published the Hydrogen Strategy and the Spanish Government launched the Hydrogen Roadmap, marking the start of an ambitious plan which, however, does not yet appear to have taken off, despite the EU having allocated significant budgetary resources to encourage investment.

This documentary was created in response to that situation and seeks to analyse what has happened over the last five years in order to understand whether Europe’s commitment to H2 was excessive and whether we are facing the bursting of a bubble, or whether it is a forward-looking policy whose benefits we will soon be able to reap.

Fundación Renovables is an independent think tank committed to driving a shift towards a more efficient, fair and democratic renewable-based energy model. The documentary has been produced with full independence and none of the interviewees has any conflict of interest. The production was funded by the European Climate Foundation / ECF.
