Javier García Breva is one of the leading figures in energy policy in Spain, and his ongoing support for renewables has positioned him as an expert and opinion leader in Europe over the last decade.
He stands out for his accessibility and his strong understanding of the media, which regard him as a source of news, an energy mentor and a creator of headlines.
His extensive experience in energy regulation, renewable energy, energy saving, efficiency and planning comes from the various responsibilities he held at the Department of Industry and Energy of Castilla-La Mancha, where he also managed ERDF and ESF structural funds, and in the Spanish Congress of Deputies as First Vice-President of the Economy Committee and Spokesperson for the Joint Committee on the European Union during the 7th Legislature.
He served as Director General of the Institute for Energy Diversification and Saving (IDAE), under the Ministry of Industry. During his term of office, the Renewable Energy Plan 2005-2010, the Energy Saving and Efficiency Action Plan 2005-2007 and the National Emissions Allocation Plan 2005-2008 were approved.
Since then, he has become a market activator, working with different forums and organisations such as business associations, regional and local energy agencies, research centres, universities and European institutions. He has been a member of the Board of Directors of APPA and was President of Fundación Renovables from its creation until 2014. These collaborations have resulted in numerous reports and analyses on Spanish regulation of the electricity system, renewable sources, planning and energy efficiency.
He is widely recognised for his strategic vision of energy and his deep knowledge of the European directives on renewables, building energy efficiency and energy efficiency as the framework for a new concept of the rational use of energy.
He is currently President of N2E (Business Coalition for a New Energy Business Model) and works professionally as an expert in energy policies through La Oficina de JGB , advising on energy in buildings, legal certainty in renewables and comprehensive energy efficiency projects.
