Fundación Renovables, T&E and ECODES welcome the presentation of the Spain Auto 2030 Plan, which sets the course towards electrification

Madrid, 3 December 2025.- At a decisive moment for Spain’s automotive sector, T&E, ECODES and Fundación Renovables welcome the publication of the Spain Auto 2030 Plan, the new roadmap for the automotive industry. However, the organisations criticise the fact that they were not officially involved in the process. They recall that road transport is the main source of emissions in the transport sector and that Spain is Europe’s second largest vehicle producer, accounting for 10% of national GDP and generating 1.9 million direct and indirect jobs across the value chain. The transition towards zero-emission mobility must therefore be a priority in the fight against climate change and in meeting the climate-neutrality targets set by the European Union for 2050.

The three organisations are confident that the presentation of the Auto 2030 Plan is a step towards leading the transition to sustainable and connected mobility. “The plan is a positive step forward in reducing emissions and strengthening the sector nationally, particularly through its focus on incentives, industrial investment and technological development”, they stated. However, they point to key shortcomings and stress that a successful transition, in a context of decarbonisation and technological change, requires the participation of environmental organisations to guarantee a holistic approach and social acceptance.

The plan, which includes 25 measures, with five plus one considered priorities, reflects “the importance of electrifying the automotive sector as an essential route to decarbonisation, maintaining employment and improving Spain’s and Europe’s resilience in critical areas”. Nevertheless, the organisations stress that the Auto 2030 Plan must not remain a dead letter and that work must continue on its implementation. They therefore call for their inclusion in the Spain Auto 2030 Plan Implementation Committee, the definition of the governance model and the establishment of monitoring mechanisms.

One area to highlight is the strategic decision to strengthen investment and development in the battery industry, including mining and critical raw materials. In the coming years, a key source of recycled battery materials such as cobalt, lithium, manganese and nickel will come from electric vehicles in circulation and from battery (giga)factories. Environmental organisations therefore call for an industrial model that is environmentally responsible, territorially balanced and socially fair. They also consider that, for this potential to materialise, robust policies will be essential to promote recycling and the circular economy in the automotive and energy sectors. The Government must therefore set very high recycling targets that allow the country to protect its natural resources and local communities while encouraging an environmentally respectful recycling industry.

They also consider the proposed creation of a direct aid system to be fundamental, something requested by environmental organisations and ANFAC in 2024. They call for this publicly funded aid to focus on 100% electric vehicles, thereby contributing to their purchase, national production and penetration in the Spanish market, with positive impacts on the second-hand market and on price reduction. In this regard, they regret that the reform of the vehicle environmental labelling system is not included among the plan’s measures.

Other measures included in the Plan

The plan’s recognition of the need to address tax changes is also good news, as taxation currently does not act as a catalyst for the electrification of the vehicle fleet, unlike in other EU Member States such as Portugal or France. The measures still need to be specified, especially for fleets and the corporate channel. T&E, ECODES and Fundación Renovables recall that they have long called for fiscal modernisation based on environmental criteria through concrete proposals that would contribute to these goals.

The development of a National Talent Plan, including the promotion of dual vocational and university training in the automotive sector, is another measure they highlight, along with improved continuous training through reskilling and upskilling programmes. To this end, T&E and UGT-FICA have developed a roadmap to boost electric mobility, supported by various organisations and companies in the sector. ECODES and Fundación Renovables welcome this plan and recall that they are working to promote and develop green jobs arising from sectoral transformation, with the aim of guaranteeing professional adaptation, maintaining jobs, taking advantage of new opportunities and increasing the country’s active workforce.

They positively assess the development of a coordinated State Plan for the deployment of charging infrastructure, aligned between autonomous communities and ecosystem stakeholders, which will set annual targets and allow more efficient action by regional governments. Financing mechanisms are also proposed for shadow areas and heavy transport charging points, something expected under MOVES corridors. The powers of GTIRVE, the working group for the deployment of electric-vehicle infrastructure, of which T&E and ECODES are already members, are expected to be strengthened.

The development of specific regulation for vehicle-to-grid (V2G) systems, included in the plan, is one of its most decisive advances. This framework will allow users to sell energy through aggregators, turning electric vehicles into an active energy resource that will provide stability to the system and accelerate the transition towards a more sustainable and efficient model.

The Spain Auto 2030 Plan is a good starting point in the effort to turn Spain into an electromobility hub. However, it is important to remember that, in addition to attracting economic investment, it must attract decision-making centres, which will improve productivity and job quality, while ensuring the environmental, social and territorial foundations that guarantee the country’s prosperity and competitiveness.
